Hard2Soft is a salt-free water conditioner that uses a process called Template-Assisted Crystallisation (TAC). Not significantly. Hard2Soft is a conditioner, not a softener - the calcium and magnesium are still in your water, just in a form that doesn't bond to anything. So a TDS meter number will look similar. What changes is what the minerals do - they stop scaling, stop ruining your hair and skin. Don't use TDS as a measure of whether it's working; use your hair, skin, and appliances.
For drinking water, yes - if your TDS is above ~500 ppm. Hard2Soft and an RO solve different problems.
